RHODRI MORGAN has personally vetoed the appointment of one of Wales’ top barristers as the National Assembly’s leading legal adviser, we can reveal. Civil Service Commissioners recommended that Gerard Elias QC should become Counsel General to the Assembly on a salary of £120,000. But Mr Morgan felt Mr Elias “did not match sufficiently closely the person specification for the job”….Mr Elias was Counsel to the North Wales Child Abuse Inquiry in the late 1990s and more recently represented soldiers at the Bloody Sunday Inquiry in Northern Ireland….
