In 1991, officers of the North Wales Police commenced a major investigation into allegations of physical and sexual abuse of children in children’s homes. The evidence that emerged led us to call for a public inquiry to confront the issues and the system that had enabled this abuse to occur. We are pleased that the Tribunal’s report has now been published, and we hope its findings will help protect vulnerable children from further harm.Some of the cases that gave rise to our major investigation went back many years, some to the 1960s and 70s, and I must acknowledge the courage it took for many victims to recall and relive those wretched experiences through giving evidence years later.
